Pharmacist's role in preparing drug from prescription

Hello
I have a question from "general" pharmacy practice. When we divide 
our services in a technical part and a pharmaceutical part, how will 
you describe the pharmaceutical part of preparing drugs for 
individual patients according to a prescription? In Norway we 
practice a "double-control" of the prepared drug, One done by a 
technician, and one done by a pharmacist. How is this done in other 
countries?
